Microsoft ships Power BI Copilot updates monthly across scattered blog posts, community forums, and Microsoft Learn documentation. This page collects what actually shipped, what it does, and who it affects through the September 2026 release cycle.

The Biggest Updates in September 2026

The September 2026 release cycle marks a turning point: Microsoft is transitioning Copilot from a side-panel drafting assistant into an autonomous, agentic system deeply grounded in the semantic model and the wider Microsoft 365 ecosystem. According to the Microsoft Fabric Feature Summary, several core capabilities reached general availability or expanded preview this month.

Agentic Report Authoring Is Now Generally Available

BI developers can now delegate work to an agent — whether building from scratch or extending existing solutions — review the result, and refine it rather than starting from scratch every time.

What makes this practical is the tooling underneath it:
Work IQ and Fabric IQ: Ground the agent in your actual semantic model’s business logic.
Power BI Authoring MCP Server: Lets the agent read and modify models and reports directly.
Skills on GitHub (`microsoft/skills-for-fabric`): Let teams encode their own modeling and reporting conventions so the agent follows team standards.

The powerbi-authoring plugin was recently updated to support report authoring for remote semantic models in the Power BI service and an expanded range of supported visuals, including custom visuals.

This matters most for BI developers who spend significant time on the initial authoring pass. The agent handles that pass; the developer reviews and refines.

Microsoft 365 Copilot Now Integrates Into Power BI (Preview)

A preview of Microsoft 365 Copilot integrated directly into Power BI is rolling out. Users get shared conversation history across M365 Copilot experiences instead of starting a new conversation each time they switch applications.

In practice: A sales leader can use Fabric IQ to identify which regions are behind plan, then use Work IQ to connect those results with customer emails, meetings, and account plans — and kick off follow-up tasks in Cowork, all from inside Power BI.

Admin note: This is off by default. A new setting in the Fabric admin portal controls whether the integration is available, giving administrators time to evaluate before introducing it to users. It requires a Microsoft 365 Copilot license during the preview period.

Power BI Answers in M365 Copilot Chat Are Now Generally Available

Users can find and ask questions about Power BI reports and semantic models directly from Microsoft 365 Copilot Chat. They can search for content, attach a report, or paste a link and ask in natural language.

Powered by Fabric IQ, responses use the data, measures, relationships, and business logic already defined in your semantic model. The experience now also supports Microsoft Purview DLP policies, so existing data classification controls apply to conversational analytics without separate configuration.

The Governance Control Most Teams Have Missed

This is the September update almost no coverage has mentioned.

Semantic model editors can now block read-only users from accessing a model through Copilot and Microsoft’s remote MCP tools. The setting applies across Power BI Copilot, M365 Copilot Chat and Cowork, data agents, remote Fabric MCP servers, and Power BI MCP servers.

That is the ability to enforce: Copilot can query this model, but only for users with edit access — not all report consumers.

For organizations with sensitive financial, executive compensation, or HR models, this is the control they have been waiting for.

Remote Power BI Authoring MCP Server (Preview)

The Power BI Authoring MCP now runs remotely, enabling AI applications to create and modify semantic models in Fabric workspaces without installing anything locally. This also unblocks Mac users, since the server no longer requires local binaries.

Earlier 2026 Updates Still Worth Knowing

To understand the full Copilot landscape, several key updates from earlier in 2026 and late 2025 set the foundation:

Standalone Copilot on by default (since September 2025): The standalone, full-screen Copilot experience is enabled by default for all tenants where Copilot is already turned on. In 2026, this experience gained a Home page entry point, the ability to attach a report or model to ground answers, and a prompt input increase from 500 to 10,000 characters. Microsoft Learn
Copilot summary shortcuts (May 2026): Report consumers can now access AI-generated narrative summaries without interacting with the full Copilot pane. This addressed a real friction point for non-technical users.
Report Copilot can now edit existing pages: The updated Report Copilot goes beyond creating new reports — users can add visuals to existing report pages. Copilot now selects the most appropriate visuals automatically and understands data and intent more deeply.
Copilot on mobile: A complete chat experience from the Power BI mobile homepage lets users ask questions about their data anytime. iOS supports both text and voice input.
Measure descriptions now GA: Copilot can write measure descriptions in Power BI Desktop and web modeling. Filling these in is the fastest way to improve Copilot answer quality — it gives the model the context it needs to map natural language to the right measures.

What to Know About Licensing

Copilot in Power BI requires a Fabric capacity workspace (F64 or higher, or equivalent Premium capacity P1+) and Copilot enabled at the tenant level.

The M365 Copilot integration additionally requires a Microsoft 365 Copilot license per user. The standalone and report pane Copilot experiences do not require a separate per-user Copilot license beyond standard Power BI licensing.

What Is Being Deprecated

The Q&A visual is being retired.

The Q&A natural language experience for creating dynamic values in the Narrative visual is being replaced with a deterministic value selection UI, tied to the broader Q&A tool deprecation. If your reports use Q&A-authored values, plan to migrate.

Retirement timeline: The official retirement timeline is February 2027.

Where This Is Headed & Next Steps

Power BI is being engineered to behave less like a standalone BI tool and more like a governed, AI-capable layer within a broader data platform. The Copilot updates push it toward embedded intelligence that business users can rely on without technical mediation.

The immediate action for most organizations:

1Audit semantic models: Check whether your semantic models are documented well enough for Copilot to give useful answers.
2Document top measures: Assume every semantic model you publish will be readable by Copilot. Document the top measures in each workspace — what they actually represent and any known quirks in the calculation. That one step closes most of the gap between “Copilot is on” and “Copilot is actually useful.”
3Tighten access controls: Apply the new model-level restrict setting to sensitive financial and operational models.

Frequently Asked Questions

Q:What are the biggest Power BI Copilot updates through September 2026?

Agentic report authoring is now generally available (GA), Microsoft 365 Copilot is integrated in preview, Power BI data answers in M365 Copilot Chat reached GA, a remote Power BI Authoring MCP Server launched in preview, and model-level Copilot restrictions allow blocking read-only viewers from querying sensitive models.

Q:What Fabric capacity is needed for Power BI Copilot?

Copilot in Power BI requires an F64 capacity or higher in Microsoft Fabric, or an equivalent Power BI Premium capacity (P1+). It also must be enabled by an administrator in the Fabric tenant portal.

Q:Do you need an extra M365 Copilot license?

Standard in-report and standalone Copilot experiences do not require a separate M365 Copilot license. However, querying Power BI models from within Microsoft 365 Copilot Chat or using shared conversation history requires an active Microsoft 365 Copilot license per user.

Q:What is the Power BI Authoring MCP Server?

It is a Model Context Protocol server that allows AI applications and external developer agents to programmatically create and modify semantic models and reports directly in Fabric workspaces without local software installations.

Q:When will the Power BI Q&A visual retire?

Microsoft has set February 2027 as the official retirement date for the Q&A visual. Report authors should transition to Fabric IQ and deterministic narrative value selection.
